PROBLEMS OF SENIOR ASSISTANTS WORKING IN MEDICAL AND HEALTH DEPT.

Sir, Good Morning to all and HAPPY DEEPAVALI.

The Govt. has formed 360 cluster in the year 2011 with some staff. Except Sr. Asst. all the staff are supervisory cadre. The cluster SA can't supervise the work of PHC SA, because the PHC SA may be senior to him. Hence we have requested the then Prl. Secretary Dr. P.V. Ramesh garu to sanction one OFFICE SUPDT. post to each cluster. He positively reacted and circulated one letter to the DPH&FW to submit the proposals. But we (Ministerial staff) not responded in time. We are very neglect to our future.

 All the Static ANM posts were up-graded in to MPHS (F), PHN, and CHO (F). Likely 30 Jr. Asst. posts were up-graded in to 15 Administrative Officers posts at Directorate, AP, Hyderabad ( The 15 AO posts sanctioned stating that the work load is increased due to court cases, RTI cases etc.)

We the ministerial staff are not thinking our promotions and our future. We are facing the following problems.

1) The cluster SA is attending the work of CHNC as well as the PHC work from which the post is re-located. Since 3 years we are working at two places. At the beginning the work load at cluster is very low. But now it is increased. We have to attend the 104 POL and 104 Asha incentive work. We have to attend JABAR financial work, PCPNDT, Clinical establishement, HR and Civil works. We have to attend the all works of Cluster and PHC. We are not receiving the TA,DA and any additional Charge allowance for attending the additional work of PHC. No Office Subordinate is available at cluster to help us. We are attending the computer and internet work also.

2) Some cluster SA's are attending the work of 2 and more PHC's due to vacancies.

3)  Some PHC are not having the post of SA's,

4) In one word we are working in multiple institutions with one salary for years together. 

  

5) We are least bother about promotions and scales.

6) When I was promoted as SA, there was one MPHA (M) in the same PHC in 1997. Now the MPHA (M) has got three promotions, now he is CHO. But I am still SA. 

7) There is no unity in ministerial staff. 

8) The AO and AD posts are filling by APPSC,

9) The SA has to wait 20 to 24 years to get the promotion as OS and some SA are retiring as SA's only with out promotions.

10) If we fails to think on the above problems, we toooo have to retire as SA's only. 

11) We have to re-open and re-follow the old file of Office Supdt. at cluster. 

12) The AO post at DM&HO office was sanctioned before 30 to 40 years. Now the work load at DM&HO Office is increased to a lot. Nearly 80 to 100 PHC are under the control. Hence there is a need to have one AD post at DM&HO office. 

13) We have to submit our grievances to the Govt. in proper way. So the the Govt. may examine our issues. If we keep silent no body will help us. In 1989 when I was JA there was one Attender in Treasury,  he got STO promotion in the year 2010. I am still SA. 

14) Please come together and put all efforts to get more OS, AO and AD posts or be ready to retire as S.A's ONLY.

15) IF WE DONT WANT promotions, why should we take the promotion of SA, why cant we continue AS JUNIOR  ASST. There is no difference in the work pattern of SA and JA.

17) The Govt. is going to strengthening the clusters by re-designating the SPHO's as Dy. DM&HO and going to delegate some powers. Hence we can try for OS post in cluster to guide the SPHO and to monitor the financial matters in the PHC's i.e NHM funds.
