In pursuance of the reference cited, Aadhar enabled Biometric Attendance System has been introduced in all the institutions in Medical and Health Department in this District. The following guidelines are issued for strict implementation of Bio Metric Attendance System (BAS).


All the officers and Staff whose names are in the attendance register at the head quarter shall  register their names and put their attendance in the BAS daily

Attendance should be in the Morning and evening (In time and out time) is mandatory.

Timings for the PHCs/CHNcs/CHCs/PP Units is 09.00 AM to 04.00P.M and the offices timings is 10.30 A.M to 05.00 P.M only to the Ministerial Staff.


All Sub Centre MPHA(F) and MPHA(M) are exempted from BAS. The MPHA(F) and MPHA(M) who are working in the PHC Main Centre, Sub centre located in the Same Village will under the concerned PHC BAS.  All the paramedical staff also comes under concerned PHC  BAS.

The DDO concerned have to register the eligible employee names in the BAS.  If any employee is exempted and found later concerned DDO is responsible for disciplinary action.


Other paramedical supervisory staff  who were touring in their jurisdiction has to put their attendance in the Morning and evening without fail.  They have to tour as per their Advance Tour Programme.  These instructions are applicable to the CHNC supervisory staff also.


The Employees touring other than in their jurisdiction (DM&HO office/Treasury and others) should enter their tour in the BAS prior permission of the DDO concerned duly submitting their requests through PHC email I.D.

Casual Leaves and Tours without prior permission of the DDO Concerned will be rejected.


Attendance after 9.30 AM treated as late attendance, 03 Late attendances treated as one Casual Leave .  The Attendance after 9.45 will be treated as absent.  Likewise offices timings should be followed.

The Medical officers are should ensure to submit the shift duty staff, shift timing details beginning of the every month to avoid overlapping date. Maintain shift duty Register in the PHC/CHC.



All the DDOs are directed to submit the balance of casual leave of the Employees as on date for entering in the BAS(The proforma is herewith appended this information should be submit before 31.05.16 to the email I.D apdmhoattendance@gmail.com) The Casual Leave Register also been maintain in the Institute.

All the Ayush and M&H Staff working  under ICDS  also comes under BAS. The Medical Officer should ensure registration of Ayush staff in the PHCs.

All the DDOs are ensure to have un interrupted Internet broad band connection.  If there is any technical problem arises, immediately bring to the nodal officers notice.  Damage or spoil of the BAS Devise and the computer the concerned Medical Officer will be responsible and have to bear the cost of the equipment.

     Further it  has been observed by the undersigned that few of the staff members attending to the DM&HO Office for submission of reports and other information, instead the Dy DM&HO/MO/DDO can utilize the IT related media such as E Mail/Fax or Physical delivery of report through the Post or courier.  It is also observed that some of the employees are putting attendance at places other than their bonafied office/Institution, this is to be curtailed.


       All the Employees and officers are instructed to follow the above guidelines without fail, any deviation noticed in the matter action will be initiated against DDOs and the Individuals concerned.
