O R D E R:
In the G.O.2nd read above, 360 Community
Health and Nutrition Centres (CHNCs) were established in the combined State of
Andhra Pradesh to strengthen preventive, promotive, curative and referral
health services through rational deployment of human, material and
infrastructure resources available within CHNC area. The CHNC is headed by a
Dy.Civil Surgeon and they were designated as Senior Public Health Officer
(SPHO) they were coordinate the above said functions and they strengthen the
services that are being rendered to the public. The SPHO is supported by one
Community Health Officer (CHO), Deputy Para Medical Officer-Leprosy(DPMO),
Public Health Nurse (PHN), Health Educator (HE), MPHEO/Sub Unit Officer
(Malaria) Ophthalmic Officer, LD Computer, and one Senior Assistant.
2.Accordingly, 82 Dy.Civil surgeons were
lifted and deployed along with posts from A.P. Vaidya Vidhana Parishad,
hospitals and 142 Dy.Civil Surgeons from the Directorate of health Institutions
as SPHOs in Public Health system and other staff are deployed from the
neighboring PHCs and positioned to the concerned CHNCs as per the Government
Order vide G.O.Ms.No.06, HM & FW (F1) Dept., dt.06-01-2011 for immediate
operationalization of the CHNCs in the Residual Andhra Pradesh.
3.The Commissioner of Health and Family
Welfare in the letter 9th read above, has informed that in order to conduct an in-depth study
of the system and functioning of the CHNCs and to review the system of CHNCs, a
committee was constituted with the Commissioner, Health and Family Welfare as Chairperson,
and the Director of Public Health and Family Welfare / the Commissioner of A.P
Vaidya Vidhana Parishad as Members.
4.The Committee went through the existing
CHNC system and opined as follows:-
i)The performance of SPHOs/Deputy District Medical &
Health Officers is not to the expected objectives.

ii)The
Specialty services to the Community are deprived as the Deputy Civil Surgeon
posts were lifted from the Secondary care Hospitals of APVVP and relocated to
SPHO system, thereby they are neither offering specialist services in the
system nor performing the administrative duties to the expected objectives.
Similarly the relocating of other staff from PHCs to CHNCs also has weakened
the services in CHCs/PHCs.
iii)Therefore
the objective to establish an effective planning, coordination, facilitation,
mentoring and monitoring system is not fulfilled. As there is dearth of
specialists already in the health care system and hence for optimal utilization
of the services of the specialists, the entire system of CHNCs to be revisited
for the modification of the administrative structure for effective, supportive
supervision in the Public Health system.
5.Government after careful examination of the
matter and in public interest to improve delivery of health services hereby
cancels the orders issued in the G.Os 1 to 8 read above and all other related
G.Os issued thereon with regard to CHNCs and also orders to relocate back the
posts along with staff from the CHNCs to the original places from where the
posts were located earlier, and also to utilize the services of existing
specialist services / doctors and other staff working in CHNCs in Clinical
Services.
6.The Commissioner, of Health and Family
Welfare, A.P. Hyderabad/ the Director of Public Health and Family Welfare, A.P.
Hyderabad / the Commissioner A.P. Vaidya Vidhana Parishad, A.P, Hyderabad/the
Director of Medical Education, AP, Hyderabad shall take necessary action
accordingly.
